What Is a qDLT: The Legal Validity Framework for Blockchain Infrastructure in Europe

Many organisations assume that any blockchain record can serve as evidence before a court or a public administration. Regulation (EU) 2025/2531 says otherwise: it creates a specific category, the qDLT, with technical and governance requirements that most networks do not meet by design.
What a DLT is and how it differs from blockchain
DLT (distributed ledger technology) is the broader technical and regulatory term: any system that maintains a shared record across multiple nodes without a single central authority. Blockchain is one specific form of DLT, the one that organises those records into cryptographically chained blocks. The EU legislates using the term DLT precisely because it covers technological variants beyond classic blockchain.

What Regulation (EU) 2025/2531 adds: the qDLT concept
The regulation creates the Qualified Electronic Ledger (qDLT, Qualified Distributed Ledger Technology): a DLT infrastructure that meets specific technical and governance requirements. Records entered on a qDLT carry the same legal presumption of integrity as a qualified electronic signature, valid across all 27 Member States.
Why most blockchain networks do not meet qDLT requirements
Becoming a qDLT is not a box ticked after the fact: it requires design decisions from the network's origin. Among other points, the regulation requires a specific cryptographic curve (secp256r1/P256, ENISA recommended), validator key custody in certified HSMs (not public cloud or unvetted third parties), and signature standards compatible with ETSI. Most public networks, and a good share of commercial permissioned networks, were not designed with these requirements in mind.
